Chalk this one up to the ongoing Carolina Crossroads / Malfunction Junction project, but at this point the Jarret & Hart building has not only been torn down, but scooped out.

According to WLTX the owners were not at all happy about the situation, and SCDOT made them a rather IMHO insulting offer (if the reported number is accurate) on the property which doubled as their home. I don't see any follow-up story on how things finally turned out, but certainly the building is gone.

It seems to me that if this property got the excavator treatment, IHOP will have to go at some point as well although I still have problems visualizing the project final result.

I've kept up with this Carolina Crossroads project from the getgo with public input meetings in 2015 and what they're planning on has undergone some tweaks whereby some of the details are still a little unclear...the plan (last I knew) was to overhaul St. Andrews & I-26 to a SPUI (akin to I-26 and 378) but I think there might be something else planned. They had many different designs on the table and have collaborated with traffic engineering firms to determine what will work best (and it has resulted in tweaks to the interchange designs along the corridor). I-20 & Broad River was originally planned to be a SPUI but they've decided on an offset DDI (it's a result of some engineering firm determining that the offset DDI would work best).

    It doesn't make sense why they acquired this longstanding jeweler (it's been there as long as I can remember)...but then again, across the street they tore down that restaurant building at 806 St. Andrews Road that has had many different eateries come & go but the Exxon/Gaz Bah station next door is still standing (for now)...what both that station as well as IHOP will look like remains to be seen but it is a mystery to me.
