This had me looking at numerous other mahole covers with a more keen eye than I previously did and I realize just how true Ted's indication was about to make manhole covers flush with street level and the only thing I can think of is a difference in the crew that installed this one vs. the others...

In recent years I think they're more likely to grind up the old road before re-paving, rather than just adding another layer. If they just add another layer, I think they're supposed to add a ring to the opening that lifts the manhole cover up flush with the new surface.

I remember a time (maybe the late 70s?) when they put a layer of asphalt on the manhole leaving a gap of an inch or two. I definitely remember seeing that done on Assembly St.
