During the time I worked there, this building was a home entertainment center store called "A/V" or something similar.

So a Devine revival will probably proceed a Main street revival. There was once a rumour that Chipotle would open up their 2nd Columbia location on Devine, that coupled with other high profile move-ins could spur a revival. As for an ETA on that, if I were to prognosticate, I'd say early 2012.
